Montesquieu and Rousseau are important representative personages of the18 thcentury Enlightenment Movement in Europe. Their state power theory has great historical influence on the development of political theory and practice. Based on clear distinction,their theories are analyzed and compared in order to understand the connotation better.It also attempts to show their different influence on political development and the design of political system. This may be of great value as a reference for China＇s practice of reform and the construction of a state under the rule of law.
