清代是育婴堂局兴起并逐步发展完善的时期。这一时期,湖北武昌府育婴堂局经历了起步、低潮、复兴的历史嬗变。武昌府育婴堂局从一开始带有浓重的官方特色,随着其日渐发展,社会力量参与其中,官民开始精诚合作,逐渐形成了官方主导型、官民合作型、社会主导型的育婴堂局。
