摘要
低碳经济发展水平评价,对推动和促进经济社会可持续发展具有重要意义。以贵州省2000~2012年统计数据为基础,从经济发展基础、碳排放水平、低碳消费、碳汇水平、低碳生活和低碳响应6个方面构建低碳经济发展评价指标体系。运用综合指数法,对其低碳经济发展水平进行动态评价。结果表明:近13年,贵州省低碳经济发展水平总体向好,低碳经济综合评价指数由2000年0.4447增加到2012年0.6707,低碳经济发展水平和碳汇水平逐步提高。在经济社会发展的同时,人们加大了对能源消费的依赖,但在全省人口总量减少的情况下,人均碳排放量却有所增加。表明全省能源利用结构和能源利用效率仍存在不足。另外,低碳生活指数一直处于较低水平,低碳生活水平也待进一步提高。全省应进一步优化产业结构,加快经济转型,提高技术水平,以实现经济的可持续发展。
Low carbon economy development level evaluation is also important to promote the social and economic sustainable development. Based on the statistics from 2000 year to 2012 year of Guizhou province,build a low carbon economy development evaluation index system from 6 aspects: economy development foundation,carbon emission levels,low-carbon consumption,carbon sink level,low-carbon living and low-carbon response,with the comprehensive index method evaluate the comprehensive dynamic of the low carbon economy development level. The result showed that: In recent 13 years,Level of low carbon economy of development had been heading for a better one as a whole. Level of low carbon economy development and the carbon sink are increasing gradually; during the period from2000 to 2012,Low-carbon economy comprehensive evaluation index from 0. 444 7 to 0. 670 7. With the development of economic and social,the energy consumption of people is further rising. Per-capita carbon emissions have increased under the condition of the reduction of the province's total population.It shows that the energy structure and energy utilization efficiency is still insufficient in Guizhou province. In addition,low carbon life index has been in a low level,and the levels of low-carbon life need to be exalted. In order to realize the sustainable development of economy,there are some things the government should do,optimizing the industrial structure,accelerating economy transformation,improving the tcehnical level.
