Legal System for Tobacco Control in Macao and References

澳门《预防及控制吸烟制度》自实施以来,有效地解决了公共场所控烟难题,吸烟率明显降低。2014年底,大陆地区由国务院卫生计生委起草的《公共场所控制吸烟条例(送审稿)》面向社会公开征求意见。笔者借鉴澳门成熟控烟法制经验,结合内地实情,对此条例(送审稿)的执法主体、处罚程序等提出建议。

Since the implementation of Tobacco Prevention and Control System,Macao has effectively solved the difficulty of controlling tobacco in public places and the smoking rate reduces obviously. At the end of 2014,Regulations of Tobacco Control in Public Places（ Manuscript） drafted by Health and Family Planning Commission of the Mainland State Council was open to the whole society for suggestions. Through drawing the mature legal experience from Macao in tobacco control,and combining with the actual situation of the mainland,the author puts forward suggestions on the subjects of law enforcement,punishment procedures and other aspects for the Regulations（ Manuscript）.
