安徽行政审批制度改革存在的若干问题探析

Analysis on Problems Existing in the Reform of Administrative Approval System in Anhui Province

为深化行政审批制度改革,安徽省各级政府以权力责任清单为抓手,围绕提高行政审批效率,探索行政审批工作新的机制,取得了一定的成效。但顶层设计"先行性"略显不足、简政放权"含金量"成色不够、权责下放"接得住"能力不强三大问题仍制约改革进程。建议"追本溯源",提高简政放权"含金量",确保下放权力"接得住"。

In order to intensify the administrative approval system reform,governments at all levels in Anhui Province,focusing on the improvement of administrative approval efficiency,takes the power and responsibility list as a basis to explore a new mechanism for administrative approval work,haveing some effects. However,the three problems,such as the insufficience of the antecedence at top design,the lack of degree of simplifying administrative procedures and delegating powers to lower levels and the weakness of ability for lower levels to hold power and responsibility,are still restricting the progress of the reform. This paper gives suggestions on solving these problems.
