国土资源陆海统筹利用研究——以浙江舟山群岛新区为例

On Overall Planning of Utilization of Land Resources——A Case Study of Zhoushan Archipelago New Region

基于浙江舟山群岛新区发展概况和国土资源利用现状,在分析新区建设面临的土地问题和开展国土资源陆海统筹意义的基础上,从坚持规划先行,建立用地用海规划衔接体系;坚持生态优先,创新耕地占补平衡机制;坚持协调联动,建立科学的陆海资源统筹利用管理机制三个方面提出了研究建议,努力构建海陆资源联动开发、综合利用的新格局,积极探索形成陆海统筹、协调发展的管理新模式.

Based on the status quo of the development of Zhejiang Zhoushan Archipelago new region and the utili-zation of land resources and the analysis of the land problem facing the new region and the land-sea overall plan-ning of land resources, the paper comes up with some proposals from three aspects, namely, adhering to theprinciple of planning first for a connection system of planning land-oriented sea, upholding the ecological priori-ties for a new arable land acquisition compensation balance mechanism and adhering to the coordination for a sci-entific management mechanism of land-sea resources, with a view to building a new pattern of sea and land re-sources linkage development and comprehensive utilization, and actively exploring a new management mode of o-verall planning and coordinated development of land and sea.
