社区信息化与农村社区协同治理研究——基于社会网络视角

Community Informatization and Rural Community Cooperative Governance:a Research from Social Network Theory Perspective

[目的/意义]针对我国农村社区新型治理主体不断涌现和治理模式向协同治理过渡的现实情况,如何通过社区信息化建设有效完善农村社区协同治理体系成为关系到我国基层社会和谐发展的关键问题。[方法/过程]目前,我国农村社区信息化建设过程中存在信息化影响机制和作用路径不清晰的问题,基于信息化演进阶段模型和社会网络分析的方法,分析了社区信息化演进发展过程和其对农村社区协同治理网络的影响路径问题。[结果/结论]研究结论表明,农村社区信息化的建设能够通过优化网络组织结构、增强网络社会资本、网络资源优化配置和提升网络整体效率四条路径有效促进农村社区协同治理网络的完善,从而达到农村社区"善治"的最终目标。最后,指出从转变建设方式、加大人才引进、重视居民需求、做好顶层设计和提升信息共享五个方面改善我国农村社区信息化的建设过程。

[Purpose / Significance]Considering the practical situation of the constant emergence of the new governance agent in rural community and governance mood transition to cooperative governance,how to effectively improve the rural community governance system through community informatization construction has become a key problem related to the harmonious development of basic society in China. [Method / Process]At present,there exists the problem that informatization impact mechanism and effect path are unclear. This paper analyzes the community informatization evolution process and impact path of the cooperative governance networks of rural community based on informatization evolution stage model and social networks method.[Result / Conclusion]The research conclusion suggests that rural community informatizaiton construction can help improve rural community cooperative governance network effectively through four paths： optimizing network organization structure,imoreascmg metuork social capital,optimizing allocation of network resource and enhancing the overall efficiency of the network. The goal of good governance of rural community is then achieved. Finally,it points out the ways to improve the construction process of rural community informatizaiton,including transforming construction mode,attracting more talents,emphasizing resident requirement,optimizing top design and promoting information sharing.
