摘要 [目的/意义]构建面向政府危机决策的"情景-应对"机制旨在给应急决策者创造熟悉的环境和场景,引导和支撑应急决策者适应和了解当前态势,进行有针对性地决策行动。[方法/过程]从知识管理的角度提出了支持政府危机决策"情景-应对"机制运行的宏观逻辑框架,提出了危机情景知识本体构建概念体系,运用本体论的思想与方法构建了危机预警情景和响应情景模型,并对"情景-应对"机制进行了具体分析。[结果/结论]研究表明面向政府危机决策的知识管理"情景-应对"机制以危机情景为描述对象,以本体作为知识组织体系的描述手段,以情景知识元素作为语义单元,以语义知识网络作为情景表现形式,具有语义分析能力和推理能力,能够有效支持政府危机预警、监测、指挥、评估等管理系统。 [Purpose / Significance]The construction of " scenario- response" mechanism for the government crisis decision- making is significant in guiding and supporting the emergency decision makers to adapt and understand the current situation in view of targeted decision action,through creating a familiar environment and scene. [Method / Process] We build a macro logic framework supporting the " scenario- response" mechanism for government crisis decision- making from the angle of knowledge management,put forward the concept system for constructing knowledge ontology of crisis scenario,build the public crisis early warning and response scenario model based on ontology,and analyze the " scenario- response" mechanism in detail. [Result / Conclusion] The results show that the " scenario- response" mechanism with semantic analysis and reasoning ability can effectively support government crisis management system for early warning,monitoring,directing and appraising,by means of ontology as KOS,scenario knowledge element as the semantic unit,and semantic knowledge network as the scene form.
