黑龙江省滑雪产业供给侧结构改革的理论逻辑与实践路径

On the Theory Logic and Practice Path to Structural Reform of the Supply Front of Ski Industry in Heilongjiang Province

通过文献资料、逻辑分析等方法,综合运用供给经济学理论、产业组织及产业布局相关理论,以黑龙江省滑雪产业供给侧结构改革为研究对象,认为黑龙江省滑雪产业经过多年的发展已经形成了基本的产业规模,其供给侧结构改革的目标是让产业由低端向高端、由粗放型向集约型以及由政府主导向政府与市场相结合主导转型;其次,供给侧改革对黑龙江省滑雪产业发展有内在联系与决定性作用,在理论观念上是拓展黑龙江省滑雪产业发展的有益创新。提出基于政府层面的宏观指导与政策支持、基于行业主管部门的政策落实与产业集群建设、基于社会组织层面的文化建设与资本融合、基于企业层面的产品升级与人才培养是黑龙江省滑雪产业供给侧结构改革的实践路径。

Through the methods of literature and logic analysis,the theory of supply economics,industrial organization and industrial layout is comprehensively applied to study the supply-side structural reform of the ski industry in Heilongjiang Province.The artificially-developed ski industry in Heilongjiang Province has formed over the years.The basic industrial scale,the goal of the supply-side structural reform is to transform the industry from low-end to high-end,from extensive to intensive and from government-led to government-market.Second,supply-side reforms to the ski industry in Heilongjiang Province Development has an intrinsic connection and decisive role.In terms of theoretical concept,it is a beneficial innovation to expand the development of the ski industry in Heilongjiang Province.Through analysis,it proposes macro guidance and policy support based on government level,policy implementation based on industry authorities and industrial cluster construction,cultural construction and capital integration based on social organization level,product upgrading and talent cultivation based on enterprise level is the ski industry of Heilongjiang Province.The practical path of supply-side structural reform.
