国家应急管理工作组合作网络的基元结构辨识

Building blocks in collaboration network of national emergency management working groups

为研究应对非常规突发事件的国家应急管理工作组(NEMWG)的微观结构及其构建机理,针对应对汶川地震的NEMWG合作系统,构建其合作网络模型,运用复杂网络模体方法辨析其基元结构特征——模体结构及其构建机制。结果表明,国家应急管理组织合作网络具有模体和反模体2种基元结构,网络基元结构自下而上的组合规则具有规律性,模体可被视为非常规突发事件不确定性和应对复杂性需求下应急组织合作有效性和效率最大化系统规制的伴生构型。

In order to analyze the micro-structure and construction mechanism of national emergency management working groups, a model was built for the collaboration network of national emergency management working groups in response to Wenchuan earthquake. Based on network building-block approach,the motifstructure and its constitution mechanism of the network were investigated. Results show that there are two types of building blocks, i.e., motif and anti-motif structures in the network,that the motifs should be regarded as the associated configuration representing specific efficient and efficiency building blocks in response to the complexity and uncertainty of unconventional emergency and that the bottom-up constitution of these building blocks obeys some combination rules. The results provide micro- and bottom-up building block thinking for constructing efficient and effective collaboration network of national emergency management working groups in China.
