美国健康保健事业管理中的政府角色

Role of American government in health care sector of the United States

人们对健康的追求需要健康保障机制的支撑。美国的保险行业从20世纪起开始关注健康风险,并在1978年提出健康管理的概念。发展至今,其管理体制和框架已基本成形。美国的商业健康保险承担了"社保"的作用。但是,在整个健康保健事业管理中,美国政府也非常关键,其主要作用包括法律法规框架保障、对健康保健事业的整体规划组织、对健康公平的维护、为市场主体提供优惠政策支持、良好的财政及支持服务、与健康管理相关组织合作以及对科研项目的经费支持和政府采购等。文章通过对美国政府在健康保健事业管理中的角色研究,希望对我国健康管理事业的发展起到一定的参考和提示作用。

Health needs a supporting safeguard mechanism. The U.S. insurance industry began to pay attention to the health risk since the 20th century,and raised the concept of health management in 1978. Up till now,its health care system and framework have been working well. Though American commercial insurance takes the responsibility of social security in other countries,the U.S. government is still playing an important role in health care sector in America, especially in legislating,total planning,maintaining social justice,providing tax preference,financing,and cooperating with non-government organizations and government procurement. The article researched the role of the U.S. government in health care sector and aimed to provide reference for China’s health care sector.
