完善职工医保筹资机制的思考

Thinking on Improving the Mechanism for Employee Basic Medical Insurance Fundraising

医保筹资机制包括筹资标准、调整办法,筹资结构和基金管理模式等方面。针对目前筹资结构不合理、地区之间不均衡、筹资渠道单一等问题,对筹资主体、筹资结构进行分析,并利用ILO筹资模型测算了企业和个人的缴费能力,提出了优化筹资结构、多渠道筹集资金,以及完善筹资政策等政策建议。

Medical insurance fund-raising mechanism includes standard, adjusting method, structure and fund management mode, etc. For the problems of unreasonable fund-raising structure, regional imbalance, monofund-raising route, the author analyzed insurance fund-raising subjects and structures, and used the ILO fi nancing model to calculate the payment ability of enterprises and individuals, then made policy suggestions on fund-raising in the aspects of optimizing structures, setting multi-route, and improving policies.
