基金征缴增加与收不抵支并存现象分析——以百色市职工医保为例

2013-2015年,百色市职工医保参保人数、基金征缴率均实现上升,但由于筹资标准偏低、待遇水平偏高、个人账户划入资金较多、医疗费用上涨过快等因素的叠加,连续三年收不抵支。调整筹资标准和待遇水平、改进个人账户,加强医疗保险医疗服务监管势在必行。

During the year of 2013-2015 in Baise, both the numbers of health care insured workers and fund collection rate are raised. However, due to the low standard of fund-raising, high levels of treatment, much fund in individual account, and fast increasing in medical costs, etc., the insurance fund expenditure has exceeded income for three years. Adjusting standards for fi nancing and treatment level, improving personal accounts, strengthening supervision on medical insurance and medical services are imperative.
