The Scientific Connotation and Promoting Measures of Green Development

坚持绿色发展理念是党的十八届五中全会做出的战略部署。绿色发展,不单纯是强调生态治理和环境保护,而是具有丰富的内涵与意蕴。绿色发展是中共中央基于两个百年目标的实现、基于国际产业发展趋势以及我国参与全球治理、承担大国责任的内在需求做出的重大决策。推动实现绿色发展,必须促进人与自然和谐共生、加快建设主体功能区、推动低碳循环发展、全面节约和高效利用资源、加大环境治理力度、构筑生态安全屏障。

The strategic plan is to adhere to the idea of green development at the Fifth Plenary Session of the 18 th CCCP. Empha-sis on the development of green is not only to emphasize the ecological management and environmental protection but also has the rich connotation and implication. The Central Committee of CPC is based on the realization of the goal of two hundred years as well as the development trend of international industry and China ＇s participation in global governance to undertake the power and responsibility of the internal demands for a major decision. To promote the realization of the green development, the paper mainly shows the following measures; promoting the harmonious coexistence between man and nature, speeding up the construction of the main functional areas, ad-vancing low carbon and cycle development, comprehensively conserving and efficiently using resources, increasing the intensity of envi-ronmental governance, and building ecological security barriers.
