摘要 构建健全就业公共服务体系,实现高质量就业,是解决我国就业问题,提升就业质量的必然要求。基于官方公布的统计年鉴数据,结合我国国情与国内学者研究成果分析发现:就业歧视和强迫劳动等现象依然存在、劳动者权益保护程度不高、劳资纠纷解决机制不健全、劳动者就业能力低稳定性差、劳动者的职业健康与安全问题突出是制约我国高质量就业实现的重要障碍因素;同时,就业公共服务制度设计具有局限性、有效的公共服务体系供给不足、就业公共服务资源的均等化程度不高、就业公共服务信息化建设的非标准是我国构建健全、科学高质量就业公共服务体系的重要障碍因素。构建科学的就业公共服务体系,提高我国就业质量水平,任重而道远。 Establishing a sound public employment service system to improve the quality of employment is the necessary requirement for solving employment problems in China. Based on the official data in statistical yearbooks and combined with national conditions and domestic scholars research results, the study finds out that obstacles restricting high quality employment include employment discrimination and forced labor, low protection degree of labor rights, imperfect labor dispute settlement mechanism, poor and unstable employability of laborers, and serious occupational health and safety issues. At the same time, the design of the public employment service system has limitations. The supply of effective public service systems is inadequate. The degree of equalization of the public service resources is not high. The systems do not go digital in a standard way. These are the obstacles to the establishment of a sound and scientific public service system for employment. China has more work to do to build a scientific public service system for employment and to improve the quality of employment.
