摘要
区域性复合环境污染是一种有别于传统环境污染的新型环境污染,其基本特征即在于区域性和复合型污染一体化。区域性复合环境污染主要与经济发展模式、环境要素的流动性等因素有关。目前,我国在区域性复合环境污染防治立法及其实践中还存在诸多不足,因此,应借鉴国外有关法律经验,构建和完善我国的相关法律制度,包括:完善区域性复合环境污染监测制度,建立精细化的流量管控制度,在立法中突出科技的作用,健全区域性复合环境污染防治的政府负责制。
Regional composite environmental pollution is a new type environmental pollution.Its basic feature is integration of regional and compound pollution.Regional composite environmental pollution is mainly related with economic development mode,the mobility of environmental element and so on.At present,there are so many disadvantages in the legislation and practice of regional composite environmental pollution in China.Therefore,we should build and perfect our legal system based on drawing lessons from the legal experience of other countries：to the monitoring system of regional composite environmental pollution,to build fine flow control system,to highlight the role of science and technology in the legislation,to perfect government responsibility system of the prevention and cure of regional composite environmental pollution control.
