摘要
通过分析重庆市生态目标考核管理业务应用需求,设计了"基础层、支撑层和应用层"的三层系统框架,提出了非结构化数据文档数据基于内容管理的考核指标模块化、定量化和台账式考核管理体系,研发了区县上报、数据专项统计、进展排名、预警报警、项目督办回复等全流程的业务功能系统,实时动态展示各个区县的进展和存在的问题,实现了全市生态目标考核系统台账式考核、调度和督查督办,为环保部门各级领导干部提供快捷、全面详实的数据参考。
To the demand for management system of ecological objective assessment in Chongqing City,we designed the 3- layer( base,support and application layer) frame and the content- based information system. In this system the assessment index was modularized,quantified,and recorded in detail. It provided functions covering the whole- process services such as reports from districts and counties,data statistics,rankings,warning,project supervision and reply. It could dynamically display the existing problems and real- time progress of each county. With this system,ecological objective assessment,scheduling and supervision could be practiced in one panel,and fast and detailed data as good reference were available for EP management.
