对“三社联动”绩效的模糊综合评价——以江西省J市JZ区为例

Fuzzy Synthetical Evaluation on “the Interaction among the Community,Social Organization and Social Worker Team ”——A Case of JZ District in City J of Jiangxi Province

"三社联动"指在政府的领导下,以社区为平台,社会组织为载体,社会工作为专业服务力量,在社区逐步构建起政府组织与社会组织及社区居民协力合作的公共管理及服务体系。对"三社联动"的评估,应以社区、社会组织、社会工作者这三个维度为基础,再加上三者的联动状态,构建四个一级指标的多层次"三社联动"的绩效评估指标体系。借助该体系对典型事例进行模糊综合评价,有利于了解当前"三社联动"的运作成效,优化社区公共服务体系。

＂Three- social- linkage＂refers to a public management and service system,which is under the government＇s leadership,the community as a platform,social organizations as the carrier,social work as professional service power,and is to gradually build up the community by the collaboration between government organizations and social organizations. The evaluation of ＂three- social- linkage＂should be the three dimensions of communities,social organizations and social workers as the basis. It should add three- linkage state to construct the evaluation index system of four level indicators of multi- level of it. By means of fuzzy comprehensive evaluation of typical examples of this system,we can understand the current ＂three- agency- linkage＂operational effectiveness better and optimize the community public service system.
