我国石油安全现状分析与对策

Current Situation and Countermeasures of Oil Security in China

从石油供需缺口、进口量及对外依存度、进口来源和运输模式等方面对我国的石油安全现状与形势进行了分析,结果表明:我国石油供需缺口增长迅速、供需严重失衡;石油进口量及对外依存度不断增大,现已处于双危险阶段;进口来源集中度仍有逐年递增的趋势,进口多元化道路曲折;石油运输方式与路径单一,运输安全难以保障。为了解决上述问题,从资源获取方式、运输渠道建设、资源节约及高效利用、能源结构优化、储备战略完善等方面提出了应对策略,对改善我国石油安全现状具有一定的指导意义。

This paper analyzes the current situation and trend of China＇s oil security from the gap between supply and demand,imports,external dependency,import sources and transport mode.The results show that the gap between supply and demand grows rapidly and is in a serious imbalance state.Both the imports and external dependency increase constantly,and are already in a double dangerous stage.Import sources concentration is still increasing year by year,and the multi-import of oil is also difficult.Oil transportation modes and the path are still not multiple,and the transport safety is difficult to guarantee.To solve the problems mentioned above,the paper proposes some countermeasures from the aspects such as the way of resource access,construction of transport channels,economical and efficient use of the resources,optimization of the energy structure and improvement of the reserve strategy.The paper might give important guidance to improve the current situation of China＇s oil security.
