基于国防部体系架构(DODAF)的美军信息支持计划(ISP)

US Army's Information Support Plan(ISP) Based on Department of Defense Architecture framework(DODAF) Method

为了解决美军在联合作战中出现的有关作战协同、信息支持问题,美国防部和参联会主席发布了一系列的指令,以推行信息技术和国家安全系统(IT&NSS)的协同及支持能力认证。其中的重点是:IT&NSS必须编制信息支持计划(ISP)文档并通过审查和测试验证,方可纳入美国防部的采购计划。本文详细介绍了ISP文档的内容、所使用的国防部体系架构(DODAF)设计方法、ISP在美军中的应用情况、ISP对我国的启示等,以期对我军的信息化建设有所启迪。

In order to solve the questions on operational coordination and information support in joint operations,the US Department of Defense（ DOD） and Chairman of the Joint Chiefs of Staff（ CJCS） have released a series of instructions,to promote the Interoperability and Supportability（ IS） certification on the Information Technology and National Security Systems（ ITNSS）. The key point is that ITNSS must compile Information Support Plan（ ISP） documents and get through the review and test verification,then can be included in the pentagon procurement plan. This paper introduces in detail the ISP document contents,the DOD Architecture framework（ DODAF） method used,the application of ISP in the US Army,and the enlightenment of ISP to our country,etc.,in order to make some inspirations to the information construction of our army.
