摘要
教师全员流动制度设计与国情、外国经验的关系是一个基础性问题,基于国情和外国经验是持不同意见者所表达的共同的立论依据。中国现在暂无实施大规模教师全员流动的社会条件、制度条件和文化条件,国外教师流动制度设计有截然不同的社会基础和价值诉求。现阶段基于国情,建立"数量大、范围广"的教师全员流动制度不是重点,搭建好基础平台、扫清制度障碍才是关键所在;同时在这一过程中,探索过渡性的、多样化的教师流动机制是理性选择和必由之路。
The relationship between teachers' full flow system design with national conditions and foreign experience is a fundamental problem. National conditions and experience of foreign countries is the theoretical basis for people holding different views. In our country,there are no social conditions,institutional and cultural conditions for large-scale teacher full flow implementation. The design of western teachers' mobility system has distinct social basis and value pursuit. At the present stage,based on the national conditions,the main purpose is not to establish"large quantity,wide range teachers' full flow system,but to build a good foundation platform and to get rid of obstacles in the system. Meanwhile,exploring the transitional various teacher flow mechanism is a rational and inevitable choice.
