新加坡的大学制度与大学治理研究——以新加坡南洋理工大学为例

Study on Singapore's University System and University Governance——Taking NTU as an Example

新加坡南洋理工大学是现代大学制度建设与大学治理的一个成功典范。一方面,通过弱化政府的控制和强化大学自治,新加坡南洋理工大学重构了与政府的关系,成为企业型非营利办学实体。另一方面,从行政管理、教授治学以及人事激励三个方面大力改革和优化了大学内部治理结构,完善了运行机制。在办学过程中,新加坡南洋理工大学坚持科研服务社会,鼓励创新创业,搭建与企业之间的合作平台并充分发挥校友的作用。新加坡南洋理工大学的办学模式和办学理念对我国推进高等教育领域的综合改革,建设现代大学制度,完善大学治理体系具有借鉴意义。我国高校要处理好政府与大学之间的关系,处理好学校与社会的关系,完善大学内部治理结构,建立服务型行政管理体系。

Nanyang Technological University（NTU） is a successful example of modern university system building and university governance. By weakening the government＇s control and strengthening the autonomy of the university, NTU rebuilt the relationship with the government, thus becoming the non-profit corporate educational entity. Besides, NTU reformed and improved the internal governance structure of university from administrative management, professor governing academic affairs and personnel incentive mechanism, thus improving the operational mechanism. In the process of university running, NTU insisted on serving the society through scientific research, encouraged innovation and entrepreneurship, built the cooperation platform with enterprises and gave full play to the role of alumni. NTU＇s running mode and educational philosophy are of great significance to the promotion of the comprehensive reform of higher education, the building of modern university system and improvement of university governance system in China. Our universities need to improve the relationship with the government and the society, improve the internal governance structure of the university and establish service-oriented administrative system.
