“镇改街道”与“建制社区”问题研究

"镇改街道"是推进城镇化进程中基层治理体制的变革,"建制社区"的建构实为"镇改街道"的一项重要内容。文章以J街道为例,探讨其"镇改街道"后"建制社区"的现状,将"建制社区"问题概况为基础设施不完善、环境卫生管理困难、公共服务供给滞后和社区整合度低四个方面,并认为管理体制束缚、角色转变滞后、社区管理缺位、村——居转变不当和社区理念认知不清是导致"建制社区"问题的主要原因。提出了理顺管理体制、促进居民转变、优化社区队伍、创新治理方式、加强就业培训、促进社区文化融合等破解对策。

＂Town to Sub- district Transform＂is the transformation of grassroots governance system in promoting urbanization process,including an important part,the establishment of organizational system of community. The thesis takes J Sub- district as the case to discuss the situation of organizational system of community. The imperfect infrastructure,difficult environment management,behindhand public service supply,and low community integration degree become the especially primary problems,which are caused by the bound management system,lagging role transformation,absent community management,improper shift from villagers committee to residents committee,and unclear community theory cognition and others. Therefore,the thesis gives some countermeasures in straightening out management system,promoting role transformation,optimizing community team,innovating the mode of governance,strengthening employment training,and even promoting community cultural fusion.
