开发区经验对“新丝绸之路经济带”的借鉴意义——以业达开发区为例

The Significance of FEZs' Experience to the Development Strategy of the “New Silk Road Economic Belt”—— YEDA as a Case

业达开发区是首批创建的国家级经济技术开发区,它不同于坐落于"上青天"(上海、青岛和天津)和深圳等工业基础雄厚、科教事业发达、国际化程度较高的大都市开发区和经济特区,也有异于那些处于经济相对落后、交通相对闭塞、开放程度较低的中小城市的开发区。业达开发区所在的烟台市人口规模、经济社会发展、城市化和国际化水平在国内比较适中,其发展经验和成果,走过的路径和面临的问题,对"新丝绸之路经济带"沿线地区有一定的可资借鉴的意义。基于前期对业达开发区发展要素、路径、经验和问题的研究,结合分析国家"一带一路"战略,从学术研究的角度对"新丝绸之路经济带"战略进行了探讨并尝试对其有效实施提出了建议。

YEDA（ Yantai Economic Technological Development Area） is one of the first groups of economic and technological development zones,which was granted and established by the Chinese government during the early＂opening up＂period. It presents some different characteristics from the ETDZs（ Economic Technological Development Zones） established in some historically more internationalised,better economically and educationally developed industrial cities like Shanghai,Qingdao and Tianjin. It is also different from some ETDZs established in some relatively less economically,logistically developed and less internationalised small- medium sized cities. Yantai City,where YEDA locates,no matter from its size,level of social and economic development or the level of internalisation and industrialisation,belongs to relatively upper middle range among Chinese cities. Therefore,it is believed that the experience and lessons that YEDA provides will be more practical and useful for zones along the ＂New Silk Road Economic Belt＂to learn from. This paper will provide a deep analysis of the ＂Belt and Road＂strategy by taking YEDA as a case study and reference. The key factors that led YEDA to success and the negative aspects that YEDA experienced will be summarised from the author＇s previous studies and then the efficient development path for the ＂New Silk Road Economic Belt ＂strategy to be implemented will be investigated and some suggestions will be given as lessons and guidance for its development as well.
