大数据时代,各类犯罪频发,犯罪分子的作案手段多变,反侦查意识进一步提升,社会不稳定因素加剧。与此同时,上级领导、社会公众对公安机关侦破案件有着较高的要求,而目前我国公安情报信息系统还不够完善,这就使得公安机关难以在打击犯罪活动中充分掌握主动权。信息化和大数据的时代背景下,在情报信息系统中完善重点人员监控网络、沟通各地建成一个全国的情报网络并充分保障人权是当前亟待解决的课题。

In big data era, various crimes occur frequently, crime methods are changeable, the criminal’s anti-investigation consciousness also raises, and social social unstable factors increase. Superior leaders and the public, meanwhile, have higher demands for cases investigation by public security organs, and the current police information system is far from perfect, which makes it difficult to grasp the initiative for fighting against crime. It is an urgent task to improve network monitoring on key personnel in information system, construct a national information network with communication of various regions, and fully protect human rights under the background of informatization and big data.
