摘要
警务理论与执法实践中,执勤与执法在主体、要求、性质、职能、法律依据、具体内容、法律监督等方面存在明显区别。通过对现行部门规章的比较,笔者探讨了规范警察值勤行为、实现文明执勤以及完善相应立法的主要路径。
From police theory and practice, being on duty differs distinctively from law enforcement in subject, requirements, nature, functions, legal basis, specific contents, legal supervision and etc. Through the study of existing regulations, the author discusses the normative acts of the police on duty, measures to achieve civilization on duty and proposes suggestions for improving the corresponding legislation.
