公安派出所执法规范化建设路径探析

公安派出所作为公安机关的主力军,其执法规范化建设程度对于提高公安机关执法能力和执法公信力具有重要意义。法治公安是依法治国的内在诉求,执法规范化在硬件建设方面已经基本达标,但我们应该意识到其在软件建设方面还存在不少问题。应向外部借力,提高公安执法公信力;从内部发力,提高派出所民警的执法能力。不断完善制度建设,加强派出所队伍建设,强化司法机关监督,切实落实从优待警,有力促进法治公安、法治中国的建设进程。

Police stations constitute the main body of the whole police organ, whose degree of law enforcement standardizat ion is crucial to improve police law enforcement ability and credibility. Rule of law in public security is the inner demand of governing the country of law. We come to realize that law enforcement standardizat ion still needs work in the software construction since the conditions have been met in the field of hardw are. Work can be done from both inside and outside of the police stations to improve credibility and ability respectively. It is necessary to complete the system construction, enhance police team construction, strengthen the judicial supervision, and treat the police staffs preferentially so as to promote rule of law in China.
