Research on Militiamen's Participation in Combating Terrorism and Maintaining Stability under the New Situation

暴力恐怖活动对于广大人民群众的生命财产安全构成了严重威胁。民兵具有亦兵亦民、分布面广、组织严密、训练有素、政治素质较高等特点,民兵在反恐怖行动中能够发挥不可替代的作用。在地方党委、人民政府的领导和上级军事机关的统一指挥下,组织民兵配合军队、公安、武警有效防范、慑止和打击恐怖活动,力求将恐怖活动造成的危害降低到最低限度,保护人民生命财产安全,维护本地区的安全与稳定,是民兵参与反恐维稳行动的重要任务之一。

Terrorist acts of violence are severe threats to the life,property and safety of the broad masses of the people. Militiamen,as the people on varied positions, are also strictly organized and well trained soldiers with good political quality. They play a irreplaceable role in counter-terrorism actions. Under the leadership of local Party committees and people＇s governments and the unified command of superior military authorities, militiamen should be organized to ably assist the army, public security departments and armed police in preventing and combating terrorism, in order to minimize the damages afflicted on the people, protect their life and property, maintain regional security and stability, which are important missions of militiamen.
