淡马锡模式对我国公共图书馆法人治理结构建设借鉴作用研究

Study on the Tamasek Mode Reference to the Corporate Governance Structure of Public Library in China

1990年以来,新加坡的国家治理经验对我国改革开放各领域政策的制定发挥了重大影响,新加坡淡马锡公司高效的法人治理制度对我国正处于起步阶段的公共图书馆理事会制度具有很强的启示作用,包括确立政府对公共图书馆的价值引导作用,继续探索以购买公共服务方式满足图书馆需求,完善理事会制度和总分馆制,明确馆长负责制,并建立有效的内外约束机制,以保证公共图书馆的健康发展。

Singapore＇s national governance experience played a major role in the reform and opening-up policies fomulation in China since 1990, the efficient corporate governance of Singapore Temasek also has a strong inspiration to the board of trustees of public library system in Chian which is in the initial stage, such as establishing government＇s guiding role in public library value, continuing to explore purchasing public services to achieve social demands of the library, improving the board of trustees system and the centralbranch library system, specifying the director responsibility system, establishing effective internal and external constraint mechanism,so as to ensure the healthy development of the public library.
