发达国家城镇化进程中农民工职业教育培训对中国的经验借鉴与政策启示

Experience Reference and Policy Enlightenment of Vocational Education and Training to Peasant Laborer in Urbanization of Developed Countries to China

美国、英国和日本三个发达国家在城镇化进程中农民工职业教育培训方面积累了宝贵的经验,主要表现为具有完善的法律法规体系、丰富多元的培训内容与形式以及广泛的资金来源三方面的特征。借鉴三个发达国家的经验,我国应从四方面完善城镇化进程中农民工职业教育培训体系:不断健全法律体系;明确丰富的培训内容;注重培训形式的灵活性;提供广泛的资金支持且确保资金发放的公开透明。

America, Britain and Japan accumulated valuable experience of vocational education and training to peasant laborer in urbanization. Three common features, robust system of relevant laws and regulations, abundant contents and multiple forms as well as extensive fund source, were found in urbanization of the three sample countries.Using the experience of these three sample developed countries, we should perfect the systems of vocational education and training to peasant laborer in urbanization from the following four aspects： establishing and perfecting laws and regulations, providing abundant contents and multiple forms, offering extensive fund support and ensuring the transparency of process of fund supply.
