中国高校学术自治与科层制的内部矛盾及协调治理路径

The Internal Contradiction and Coordination Governance Path of Academic Autonomy and Bureaucracy in Chinese Universities

学术自治与科层制的矛盾在不同国家与文化中的表现既有相同点也不同点,其矛盾根源于韦伯官僚制理论,两者矛盾冲突的历史表现形式包括四种类型。目前我国学术自治与科层制协调治理的实现路径应以未来为导向、理性和法制为基础、负面清单管理为突破口、激活基层学术组织为动力,不断调整、优化学术自治与科层制的关系。

The contradiction between academic autonomy and bureaucracy has the same points and different points in different countries and cultures,it is rooted in Webb＇s bureaucracy theory,the historical manifestation of the conflict between the two includes four types. At present,the realization path of coordinated governance in our country should be based on the future oriented,the rational and legal system,the negative list management as a breakthrough,activating the basic level academic organizations as the driving force to adjust and optimize the relationship between academic autonomy and bureaucracy.
