社会征集科普资助项目绩效评估研究与应用

Research and Application on Evaluation for Society Science Fund Project′s Performance

立足于北京市社会征集科普资助项目实施情况评估工作,分别从目标、定位、管理、影响四个维度建立了一套针对社会征集科普资助项目实施绩效评估框架,采用评估关键问题和举证的方法进行绩效评估,解决了由于科普实践活动项目的功效具有发散性、评估角度多样性、科普目标人群不固定以及受益对象获益来源多方位等因素造成的科普专项评估指标选取相对较难的问题。利用该评估指标框架,对北京市社会征集科普资助项目进行了应用研究,发现该指标框架基本适用、方法简便易行,且相对合理。

According to the evaluation for the implementation of Beijing＇s popular science fund project for society,this paper establishes a implementation performance evaluation framework for these projects which is involves four dimensions,namely target,positioning,management and influence.Then it adopts the method of assessment key problem and proof of performance evaluation,and solves the problem that selecting evaluation index is difficult,which is due to the divergent effect of popular science practice project,the diversity of evaluation perspective,unfixed popular science target groups and multiple benefit source.And by using this evaluation index framework,it evaluates Beijing′s popular science projects for society,and verifies that this basic evaluate index framework is applicable,and the method is simple and easy and relatively reasonable.
