铁路超限超重货物运输应急体系建设的研究

Study on Establishment of Emergency System of Railway Out-of-gauge and Super Heavy Goods Transportation

以铁路超限超重货物运输应急救援体系作为研究对象,分析铁路超限超重货物运输事故应急预案的体系构成,从应急预案制订目的、应急预案制定依据和原则、应急机构及职责、事故应急措施、应急响应机制、应急响应过程、事故应急保障等方面,研究铁路超限超重货物运输应急体系建设,有效提高对事故的快速反应能力和应急处理能力。

Taking emergency and rescue system of railway out-of-gauge and super heavy goods transportation as the study objects, this paper analyzes the system composition of accident emergency plan of the transportation, and studies the emergency system establishment of the transportation from the aspects including the object, reference and principle of emergency plan establishment, emergency agency and its responsibilities, emergency measures, emergency response mechanism, emergency response process and emergency guarantee, so as to effectively increase rapid response capacity and emergency treatment ability to accidents.
