教学改革政策在高校改革发展中发挥着日益显著的作用,探讨影响高校教学改革政策设置的多种因素及其作用机制具有重要的现实意义。本研究根据多源流理论模型,结合相关教学实践案例,对影响高校教学改革的问题、政策和政治源流及政策之窗触发机制进行深入分析,从拓宽利益表达渠道、发挥专家作用、构建政策数据平台、优化反馈机制,转变政府职能,营造改革环境等方面提出针对性建议。

The teaching reform plays a more and more important role in the reform and development of colleges and universities. It is of practical significance to explore the various factors that influence the setting of the policy agenda of the teaching reform in colleges and universities. This study, based on the theoretical model of multiple streams, combines teaching practice case, of the teaching reform issues, policy and political origins and the policy window trigger mechanism in-depth analysis, broadens the interest expression channels, play the role of experts, to construct the policy data platform, optimize the feedback mechanism, the transformation of government functions, build the reform and environmental aspects, and puts forward suggestions.
