苏州市生活垃圾分类与再生资源回收“两网合一”刍议

Discussion on integration of domestic waste sorting and renewable resources recycling networks in Suzhou city

苏州市的生活垃圾分类和再生资源回收工作已开展数年,取得成绩的同时也遇到了问题。垃圾分类中出现了居民参与积极性和分类水平不高等问题,需引入专业力量;再生资源回收存在回收率不高、市场失灵、回收力量不稳定等问题,需政府出面。将两个体系合而为一,整合资源,形成合力,是提高城市综合管理能力的必由之路。就"两网合一"的具体操作,探讨了两种模式并分析了各自的施用条件。通过分析认为,"两网合一"既有必要性又有可行性,"两网合一"的推行,将进一步促进苏州市城市管理模式的进步和革新。

Suzhou＇s Domestic Waste Sorting （DWS） and Renewable Resources Recycling （RRR） have been carried out for several years, in which we made remarkable achievements and encountered some problems at the same time. In DWS, the residents lack participate enthusiasm, and classification level is still to be improved. DWS needs to introduce professional strength. In RRR, the ratio of recycling is not high enough. Market failure and inadequate staff strength deficiency also exist, as a consequence of which government intervention is required. If two networks were integrated, resources would be integrated and forces would be consolidated. It would be the only way to improve urban comprehensive management ability. As for the specific operation, this paper discusses two modes and analyzes their application conditions. Through the analysis, this paper concludes that the ＂integration of Two Networks＂ has necessity and feasibility and it＇ll further promote the progress and innovation of city management mode in Suzhou city.
