欧洲废旧纺织品回收利用现状及启示

The current situation and beneficial enlightenments of recycling and utilization of waste textiles in Europe

研究提出欧洲废旧纺织品回收、分拣、二手服装、综合利用等基本情况;归纳总结了欧洲废旧纺织品回收利用的体制机制建设情况,主要包括健全的法律体系、推行生产者责任延伸制度、第三方组织保障、专项经费支持、二手服装利用为主和大众较强的环保观念;提出了下一步发展方向,未来要从加快废旧纺织品回收利用的法制化进程,推动资源综合利用税收优惠政策的调整与落实,建立废旧纺织品回收利用标准体系,推行废旧纺织品分级利用,分区域开展试点示范,持续宣传废旧纺织品综合利用的意义和理念,提升大众的环保意识等方面开展工作。

This paper proposed waste textile recycling, sorting, second-hand clothing, comprehensive utilization and other basic situation in Europe. European recycling and utilization mechanism construction of waste textile is summarized, mainly including a sound legal system, the implementation of producer responsibility system, the third party organization guarantee, special funds to support, second-hand clothing utilization and mass stronger environmental protection idea. In the future, accelerating the legalization process of waste textiles, promote the adjustment and implementation of preferential tax policies of resources comprehensive utilization, the establishment of recycling and utilization of waste textile standard system, the implementation of classification using, pilot and demonstration in different areas, and continue to promote the significance and ideas of comprehensive utilization of waste textiles, enhance the public＇s environmental awareness.
