福建对台跨境人民币贷款试点现状及政策优化

Study on the Pilot Status and Policy optimization of RMBCross-border loan of Fujian

本文分析了福建自贸试验区、泉州金融综合改革试验区、厦门市跨境人民币贷款试点业务的现实境遇,如跨境人民币贷款成本优势存弱化风险等,并据此提出跨境人民币贷款试点政策的优化建议:短期来看,在宏观经济形势仍较严峻的背景下,设计可操作性的财政贴息、财政补贴、税收优惠等扶持政策,降低跨境人民币贷款成本,是推动跨境人民币贷款业务开展的重要举措;长期来看,构建良好的产业基础是吸引台湾人民币资金回流的重要载体。

Taiwan Residents banking institution absorbing the capital pool of 329. 8 billion yuan,as well as the more than 4% of the difference between China's Mainland loan interest rate and deposit rate in Taiwan,financial institutions in Taiwan have the urge to develop Chinese financial market,wrth 4117 taiwan-funded enterprises in Fujian,which have created solid capital supply and demand conditions for the construction of denominated in return mechanism. Therefore,this paper discusses the real situation of the cross-border RMB loan pilot policy of Quanzhou comprehensive experimentation area of financial reform and Xiamen City. Such as the weakening risk of cross-border RMB loan cost advantage,etc. Accordingly,it proposes optimization measures of cross-border RMB loan pilot policy: In the short term,it is an important measure to promote the business development of cross-border RMB loan by designing operable preferential policies which can reduce financing cost,such as financial discount,financial subsidies,tax incentives and so on,at the macroeconomic situation being still grim; in the long run,building a good industrial base is an important carrier to attract Taiwan RMB to return.
