摘要
PPP模式参与廉租房项目建设中能有效解决政府资金短缺,转移风险及提高管理效率。然而对于PPP模式是否适合在廉租房项目建设中使用,国内并没有具体的定量化指导方针。文章比较分析了三种PPP模式在廉租房建设运营中的差异,基于物有所值(VFM)评价方法,以BOT模式为例研究了廉租房建设中的VFM两要素公共部门参照标准(PSC)和全寿命周期成本(LCC)的构成。通过建立廉租房项目建设中的PPP适用判别流程,得到了有效的VFM值,根据VFM值判断廉租房项目建设是否适合采用PPP模式以及采用的具体模式。最后以案例进行说明分析,为政府部门选择采购模式提供了科学依据。
By using PPP mode in the construction of cheap renting house projects,it will solve the shortage of government funds, and transfer the risk effectively and improve the efficiency of management. However,whether the construction of cheap renting house projects are suitable for the PPP model,there isn 't a specific and quantitative guideline in China. This paper compares and analyzes the differences of three PPP models in construction and operation of the cheap renting house.Based on evaluation method of the value of money( VFM),it takes BOT model as an example and studies the compositions of two elements of VFM in the construction of cheap renting house projects,Public Sector Comparator( PSC) and Life Cycle Cost( LCC). By establishing PPP application discrimination process in the construction of cheap renting house projects,this poper gets the effective VFM value. The VFM value determines whether the construction of cheap renting house projects are suitable for the PPP model and which specific mode to use. Finally,a case study is carried out,providing scientific basis for the government to choose the purchase model.
