中国共产党从“革命党”变为执政党 ,客观环境和历史任务都发生了根本转变 ,它不仅要成为中国工人阶级的先锋队 ,还要成为中国人民和中华民族的先锋队。这样必须扩大党的群众基础。改革开放以来大量外国有经济中的业主、管理者、科技人民同样是国家建设者 ,其中的优秀分子 ,有要求又符合党员条件的、应该把他们吸收到党内来。这样有利于发挥党的社会作用 ,增强党的凝聚力 。

Wher the Communist Party of China be came the main party,the objective circumstances and the historical tasks changed fundamentally.It weuld become the vanguard of not only the working class but also the chinese people and the nation.As a result,the mass basis had to be extended.Since the reform and open policy,a large amount of proprietors in non-state-owned economy,managers and scientists are also the state constructors.Among them,the excellent ones who want to be a member of the Party and are also qualified showld be accepted into the Party team.In this way,It can do good to developing the party's conformity function,strengthening the Party's cohesion and keeping on the party's advanced nature.
