A Discussion on the Sustainability of Urbanization: Connotations,Paths and Policies

我国近年来城镇化发展迅速,但攀升的城镇化发展指数下出现了大城市的繁荣和农村的凋弊现象,导致城镇化发展的不完整和不可持续。本文对目前的城镇化指标和动因提出了质疑。我国城镇化的内涵不应仅以流动人口的居住作为指标,还要考虑农民工的社会权利,并且加入社会质量的维度。同时城镇化的发展路径要根据城乡一体化的原则,拓展从农村出发的城镇化,打通城镇化发展之双向建设路径;应用社会政策导向,启动社会投资,发展农村经济,建设农民家园。

China is experiencing a rapid development of urbanization,however,accompanying the metropolis prosperity,there exists a growing tendency of desolation of rural communities. The rise in development index cannot indicate a complete and sustainable urbanization. Thus,this article explores the indicators and motivations of urbanization. It suggests that the indicators of social quality and migrant workers' social rights should be included,besides the urbanization index. There is a need to promote an urbanization of urban and rural integration,to choose a bi-directional development path,to switch to a social-policy oriented strategy,to launch social investment,to develop rural economy and to build rural communities.
