The Impacts of China's Entry into WTO on China's Family Planning

作者认为,加入WTO后,我国计划生育管理体制将从依靠行政手段为主向依靠法律手段为主转变,计划生育工作将从管理为主向服务为主转变,群众生育意愿将从数量型向质量型转变,流动人口的计划生育管理问题将变得更加突出。

This paper points out that After the entry of WTO, China's family Planning has to be change as follows: the administration system is 'mainly by Law' instead of 'mainly by Administration', the method will 'mainly centers on service' instead of 'mainly on administration', the willing of people's fertility will be emphasized on 'Child's Quality' instead of 'Child Quantity' , last the administration of floating population is to be more and more important.
