水电工程设计阶段投资控制的思路与对策探讨

Ideas and Countermeasures for Investment Control during Design of Hydropower Projects

水电工程多修建在高原高寒、深山峡谷的偏远地区,道路交通困难、物资匮乏、工程投资巨大,上网电价偏高,缺乏市场竞争力。在电力体制改革不断深化,国内水电市场发承包模式不断发展的新形势下,水电工程投资控制是目前水电工程设计面临的重大技术难题。本文从造价管理的角度探讨水电工程设计阶段投资控制的基本思路,并提出具有针对性的应对措施与对策。

Hydropower stations were mostly built in remote areas in the alpine plateau and deep canyon. Hydropower stations are usually lack of market competitiveness, because of traffic problems, lack of supplies, huge investment, the high price of electricity. Under new situation of the electric power system reform and the development of the domestic hydropower market contracting mode, investment control and management of hydropower project is a major technical problem in the design of hydropower projects. We analyze the basic ideas of the investment control in the design phase of hydropower projects from the perspective of cost management and present the corresponding measures and countermeasures.
