Green Development A Long Way to Go for the County Government

绿色发展是建立在生态环境容量和资源承载力约束条件下,实现经济社会可持续良性发展的一种新型模式,也是一个经济社会处于良好状态、人与自然和谐相处的综合性标识。县域政府在绿色发展中责无旁贷,举足轻重。但由于各种主客观原因,还需跨越职责不同程度缺失、发展责任有时变成软约束与效果衡量标准不够科学三大障碍。跨越这些障碍,需要对绿色发展树立坚定理念,处理好"三大关系",提高评估绩效的合理性,探索切实可行的生态补偿方式,以及对相关职责严格督查,强化监控。

Green development is a brand new model for the sustainably virtuous development of economic society with a limited ecological environment and resources carrying capacity. It is also a comprehensive symbol of an economic society to identify the well-being, harmony between man and nature. And it is indispensable for the county government to play a critical role in the green development. But because of some inevitable subjective and objective reasons, we have to surmount the obstacles of responsibility lackage, responsibility soft-constraint and unscientific effect evaluation criteria, so as to achieve a successful green development. In order to make it, we should hold firm faith to the＂green development＂philosophy, well resolve the three obstacles mentioned above, develop a feasible eco-compensation mode, and more importantly, set a strict supervision on the responsibilities associated.
