Bi-level Programming Model for Pricing of Emission Pollution Rights Under the Target Weighing

文章讨论了管理机构在排污权初始阶段分配时对已有的排污者和新进入的排污者在排污权分配公平性上的权衡,说明了管理机构在排污权初始分配阶段留出一部分排污权的必要性。建立了管理机构在权衡社会总收益和已有的以及新进入的排污者收益的条件下的排污权初始阶段定价的二层规划模型,并利用算例说明了模型的合理性。

This paper discusses the management organization trade-off between the old polluters and new polluters in the initial stage of distributing the emission pollution rights,and explains the necessity of man-agement organization discharging a part of the emission pollution rights in the initial stage. The bi-level programming model of the pricing of emission pollution rights is established in the initial stage under the management organization balancing the social total gains and the polluter’s and the new polluter’s gains. Finally,a numerical example is used to illustrate the rationality of the model.
