摘要 镇江市学前教育体制改革是综合性的改革,改革内容涉及管理体制、教育经费与投入体制、师资培养制度、课程管理等诸多方面,通过对镇江学前教育体制改革的反思,我们可以总结出,在改革中要充分思考地方政府公共政策的政治性与试点工作内容界定、不完美信息下的决策与重新思考"倒逼机制"、运行机制与优先机制如何协调等方面的内容。同时,镇江市学前教育体制改革,会随着改革的不断深入成效越来越明显,为此,镇江在学前教育体制改革要牢牢树立在改革中共享发展成果的理念,具体而言就是要严格政府行为、大力发展农村学前教育、内涵式的学前教育质量提升要主抓课程质量和教师专业发展、发挥市场力量和市民的社会参与、重视第三方评估的作用等。 Zhenjiang pre-school education reform is integrated of reform, involved management system,education funding, input system, teachers training system, and courses management. etc. through reflection on Zhenjiang pre-school education reform, we can summary out the political nature of public policies in local government and definition of pilot work content, rethink decision without perfect information and the forced mechanism, and keep balance between Operation mechanism and priority mechanism. While, the effectiveness of Zhenjiang pre-school education reform will increase obviously with in-depth reform. It is necessary to stick on the concept of sharing in Zhenjiang pre-school education reform. Specifically, governments' behavior has to be under strict control, to develop rural pre-school education vigorously, to improve the connotative quality of pre-school education quality through curriculum quality and teachers' professional development, to play market power and the function of citizen's participation, and to emphasize the role of third party assessment.
