摘要
本文研究了古黄河水利枢纽工程的可行性。根据工程实际,运用层次分析法建立指标体系,采用模糊综合评判法对其进行综合评估,分析工程建设必要性与相关规划符合性,对防洪、除涝、供水、第三人合法水事权益、调度方案及管理体制的影响等。根据最大隶属度原则,综合评价结果为良,工程总体可行。
The feasibility of Ancient Yellow River Water Conrol Project is studied herein. In accordance with the practicality of the project,a index system is established with AHP( Analytic Hierarchy Process),and then it is comprehensively evaluated with the fuzzy comprehensive evaluation method,i. e. the impacts from the necessity of the construction of the project and the compliance of the relevant planning,and the influence of flood and water-logging control,water supply,leagal water right of the third part,operation scheme,management system,etc. According to the principle of maximum degree of membership,the result from the comprehensive evaluation is better,thus the project is generally feasible.
