21世纪人类将进入知识经济时代，创新社会科学是知识经济时代的需要，当前国际 局势为社会科学创新提供了机遇和条件，我国社会主义现代化建设伟大实践为社会科学创新 提供了植根的土壤和表演的舞台，当代社会科学的发展趋势也推进着社会科学的创新和发展 。不管是从技术创新的内容方面看，还是从社会科学的作用方面看，以及从科学的综合性、 集约化发展趋势方面看，社会科学创新都是国家创新体系的重要组成部分。但相对于21世纪 的新形势及建立国家创新体系的新要求和社会科学创新的新任务而言，当前社会科学发展还 存在不少制约因素，面临着种种问题需要引起高度重视并认真加以解决。通过具体分析可以 知道，存在这些问题的原因是多方面的。我们必须采取多方面的措施，以促进社会科学在创 新中发展，促进国家创新体系的建立与完善。

In the 21st century,man will enter knowledge economic times which nee ds the innovation of social science.Now the international situation provides opp ortunities and challenges for the innovation of social science.And the great soc ialist modernization practice of our country provides the soil of root and the s tage of performance for the innovation of social science.The development of mode rn－day social science also gives an impetus to its innovation and development.Y et both from the point of content of technical innovation and from the role of s ocial science and from the comprehensive and intensive tendency of science,the i nnovation of social science is the important component of national innovation sy stem.Facing the new situation of the 21st century,the new needs of establishing national innovation system and the new tasks of social science,there will be a l ot of restriction factors,various problems which should be paid highly attention to in the course of developing social science.In order to push its innovation a nd development,in order to promote the establishment and perfection of the natio nal innovation system,we must adopt the strategies to face the impacts and challenges.
