农村集体建设用地直接入市流转过程中的利益方博弈分析

Stakeholders' Game Analysis in the Process of Direct Conversion of Rural Collective Construction Land

随着十八届三中全会召开,农村集体建设用地流转问题成为人们关注焦点。目前,农村集体建设用地的流转形式包括所有权流转、内部流转及直接入市流转,对其直接入市流转问题进行重点研究,分析该过程中地方政府、农村集体经济组织、用地方三方利益主体博弈关系,建立三方博弈模型,得出政府应逐步放开集体建设用地流转市场,辅助农村集体经济组织开展集体建设用地的自主流转,使现有土地市场上的供给者由国家供应变成国家与农民集体两方供应。

The Third Plenum of 18^th CPC Central Committee puts forward the issue of land expropriation system reform, which arouses public attention on rural collective construction land circulation. At present, ownership circulation, internal circulation and direct conversion of rural collective construction land are the three transfer modes in the land circulation market. This paper focuses on the direct conversion of rural collective construction land, and it makes an intensive study of trilateral game relationship among local governments, rural collective economic organizations and land using enterprise in the process of rural collective construction land circulation. Through the establishment of trilateral game model, it is concluded that the government should gradually relax the control of rural collective construction land trading market and assist the rural collective economic organizations to become the main body to transfer the collective construction land, which will make both the country and farmer collective become suppliers of the existing land market rather than country only.
