大型道路运输企业节能减排体系构建、评价与保障措施研究

A Study of System Construction, Evaluation and Guarantee Measures of Energy Saving and Emission Reducing for Large Scale Road Transportation Enterprises

大型道路运输企业是交通运输行业节能减排的实施主体。文中依据部委政策文件,构建了运输企业节能减排体系,并结合企业实际,提出了健全交通节能减排目标责任制和绩效考核机制、建立燃料消耗统计报表制度等管理性节能减排措施。提出了发展大容量客车、重型货车,发展集装箱运输和甩挂运输,购置节能环保型或新能源车辆;提出运输企业采用规模化和集约化发展模式,逐步提高GPS安装比例等结构性节能减排措施。提出了推广驾驶节油、电动教练车和驾驶模拟器等技术性措施。

Large-scale road transport enterprises are the implementation subjects for energy saving and emission reducing（ESER） of transportation sector. According to the policies, this paper constructed the ESER system, proposed a sub-system for ESER and assessment mechanism, and set up the statistics system for energy consumption. Furthermore, the paper puts forwards developing large volume passenger vehicles, heavy duty goods vehicles and developing container and swing transportation, purchasing energy saving and environmentally friendly vehicles or new energy vehicles, and increasing GPS installment proportions by scale and intensive model, promoting energy-saving technology for driving, electric training vehicles and other multi-measures.
