居民视角的新型农村社区参与式治理实现策略

Realization Strategy of Participatory Governance of New-Type Rural Communities from Resident's Perspectives

参与式治理是新型农村社区实现善治的重要模式,居民作为新型农村社区参与式治理的受益者、供给者和推动者本应占据核心地位,然而受居民自身、政府和社区居委会、社区治理环境等因素的制约,却鲜有参与社区治理的行为,突出表现为对社区治理的"无意参与"、"无力参与"和"无路参与",导致政府社区治理成本高而效率低,居民需求无法得到满足,群体事件时有发生。在新型农村社区这一特殊场域实现参与式治理,必须从居民的视角和立场出发,以立足于居民的切实需求、重视民间传统的继承与发扬、发挥政府的导向作用以及吸取城市社区相关先进经验等方面来安排适合策略。

Participatory governance is an important mode of new-type rural communities to achieve good governance.Residents as the beneficiaries,providers and promoters should occupy a central position,but with the restrictions of the residents themselves,government and community organizations,community governance environment and other factors,few people participate in community governance,which is reflected by 'no will to participate','unable to participate'and'no route to participate'for the residents,and causes high cost and low efficency in community governance,unsatisfatory demands of residents and frequent occurrences of mass incidents.Therefore,in order to achieve participatory governance in the particular field of the new-type rural communities,we must proceed from the perspectives and positions of residents,inherit and carry forward the folk tradition from the practical needs of the residents,play the guiding role of the government,and learn from the advanced experience of urban communities and other aspects related to the development of appropriate strategies.
